It's all he-said she-said, and while Saadia's story sounds a tad less believable, fact is neither sides are able to back up their claims. But I always side with Saadia because anyone that bunks in with bandits and goes around harassing Skyrim citizens can't be good people. As far as Skyrim is concerned, Saadia is the harmless one.So I've seen things on the wiki saying she's guilty and that some evidence seems to link her to actually being innocent. From reading the lore, Hammerfell resisted the Thalmore and the Empire distanced themselves from Hammerfell. That's what prompts me to believe that Saadia is in fact lying.
