Operator specialties r6 not working

So I researched this and it seems that it is NOT a new issue. Xbox/Ubisoft has been having this issue for over 250+ Days. Only “fix” I saw someone saying they just waited a few hours and it worked. This “method” has not worked for me. I’ve tried uninstalling and reinstalling etc. etc. and still nothing.
